Unlicensed products skip this entire pipeline. Several unlicensed-shop products tested in 2023 to 2025 contained dangerous pesticide residues, heavy metal contamination, and mislabeled cannabinoid content. The format is consistent across all licensees, OCM-CAURD followed by year and a sequential six-digit number. Verify any license against the public Office of Cannabis Management database at cannabis.ny.gov. If a storefront does not display the number, or the number does not appear in the OCM database, the shop is unlicensed.
Why Tax Revenue Matters
Licensed New York cannabis carries a 13 percent combined state and local excise tax. The revenue funds the Community Reinvestment Fund (40 percent of cannabis tax revenue is committed to communities harmed by prohibition), drug treatment and education programs, and OCM operations. (3) Buy one low-risk item (single pre-roll or microdose edible package) and read the lab data on the package. If all three pass, the store is operating compliantly.
